Applying it afterwards does. Before you put on lipstick, apply a thin layer of concealer or foundation. (Make sure your lips are exfoliated and moizturized, otherwise they will look flakey). These act as a base for your lipstick, just as they do for your skin. After you apply these and your lipstick, dab on some translucent powder to set it.
